Ukrainian President Calls for EU to Use Seized Russian Resources for Ukraine's Defence Support

In the midst of ongoing meeting talks, Volodymyr Zelenskyy has urged EU leaders to activate plans utilizing immobilized Russian funds to support Ukraine's defense operations "without delay".

Immediate Action Required

Speaking to EU leaders in Brussels on Thursday, the Ukrainian leader highlighted the vital requirement to entirely utilize Russia's resources for Ukraine's defense against current aggression.

"Those who postpones this resolution is not only limiting our defense but also slowing down your own progress," he affirmed, vowing that the country would spend significant money in acquiring EU-made military equipment.

European Union Loan Plan

EU representatives are currently considering initiatives to fund an non-interest financial package for the country backed by Russia's state resources, which were immobilized immediately after the comprehensive invasion.

The European Commission has outlined a €140 billion interest-free loan, with potential directives to draft detailed regulatory documentation seeking to complete the plan by the end of the year.

International Positions

Moscow has labeled the scheme as "theft" and has sworn to pursue any individuals or states deemed to have seized Russia's assets.

Belgium, which maintains 183 billion euros at the financial institution, accounting for the majority of all Russia's government resources within the European Union, has raised reservations about the proposal.

"If you want to implement this, we will have to move collectively," commented Bart De Wever, emphasizing the necessity for assurances that all member states would cover the financial burden if Moscow attempted to reclaim its money.

Global Coordination

Approximately a third of Russia's government resources are located beyond the EU, including in the Asian nation (28 billion euros), the UK (27 billion euros), Canada (€15 billion) and the United States (€4 billion).

  • The Asian nation maintains substantial Russia's resources
  • Britain holds considerable Russian economic assets
  • Canada has substantial Russian assets
  • US maintains reduced but significant resources

Diplomatic Obstacles

The Hungarian government, noted for its pro-Russian policies, has often slowed European Union sanctions and even though it has never dared to block them, its critical of Ukraine statements raise questions about ongoing backing.

The Hungarian leader missed the defense discussions to be present at ceremonies in the Hungarian capital commemorating the national event.

Recent Actions

Previously, the EU agreed its 19th package of sanctions against Russia, addressing energy resources for the first time.

This move came after similar steps by the American government, which enacted measures on Russia's two largest oil corporations, the energy giants.

Confidence in Agreement

Despite continuing differences over the reparations assistance, multiple leaders demonstrated optimism in reaching an accord.

"At this summit we will take the political determination to guarantee the monetary needs of the Ukrainian people from the near future," declared a prominent European leader, describing the pending work as "administrative details".

Latvia's official observed that an accord on the financial package would bolster Zelenskyy in any possible peace talks.

Peace Considerations

The Ukrainian government has diminished information of a comprehensive peace plan that appeared earlier, suggesting it was the work of "certain allies" seeking to anticipate "an initiative from Moscow".

Zelenskyy stressed that the Russian government has exhibited no indication of wishing to terminate the hostilities, referencing current attacks on populated targets.

"Increased sanctions on the Russian Federation and they will sit and discuss and I consider this is the plan," he concluded.
